Ray Sheen founded PPI in 1996. The business currently operates from its office in Taylors, South Carolina, near Greenville. PPI was started in April of 1996 in Farmington, Connecticut. Initially PPI focused on consulting projects with respect to product development at large multi-national companies and consulting projects with small businesses seeking to obtain ISO9000, QS9000, or AS9000 certification. Within a year, PPI started to teach corporate education programs with both Worcester Polytechnic Institute (WPI) in Worcester, MA and Central Connecticut State University (CCSU) in New Britain, CT.

In the fall of 1999 PPI relocated to Taylors, SC. While dropping the ties with CCSU due to the relocation, PPI maintained its ties with WPI and established ties with Clemson University. PPI's focus shifted to more training than consulting over the next few years. In addition, a strong move into the biotech sector ensued, with PPI doing both training and consulting for pharmaceutical and medical device companies. In 2009 PPI started its relationship with the China Institute for Innovation in Shanghai, China.
